1.    This Invitation for Bids follows the General Procurement Notice for this Project that appeared in Development Business, issue no. 733 of August 31, 2008.

2.    Bosnia and Herzegovina has received financing from the International Development Association toward the cost of Bosnia Avian Influenza Preparedness Project, and it intends to apply part of the proceeds of this credit to payments under the Contract for Personal Protective Equipment, BA-AIPP-4331BOS-ICB-G-09-05-PPE.

3.    Ministry of Health and Social Welfare of Republika Srpska / Project Coordination Unit now invites sealed bids from eligible and qualified bidders for Procurement of Personal Protective Equipment. Prices quoted shall correspond to 100 % of the quantities specified.

4.    Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, and are open to all bidders from Eligible Source Countries as defined in the Guidelines.

5.    Interested eligible bidders may obtain further information and inspect the Bidding Documents at the address given below from Monday to Friday between 9:00AM to 3:00PM local time.

6.    Qualifications requirements include:
(a)    The minimum required annual financial turnover for the successful Bidder shall be EUR 400,000 in any of the previous three years (2006, 2007 and 2008).
(b)    Completion of at one (1) substantially similar supplies in the last three years (2006-2008). The Bidder shall specify type, quantity and total value of such supply and shall demonstrate that it had more than one delivery sites with specification of delivery places.
(c)    Minimum number of years in supply of similar equipment business: 3 years.
A margin of preference for eligible national contractors shall not be applied. Additional details are provided in the Bidding Documents.
This bid is conducted on lots basis. Bidders may bid for one or more lots as defined in the bidding documents. Bids for each lot should be complete. Partial or incomplete bids will be rejected. Bidders wishing to offer discounts in case they are awarded more than one contract will be allowed to do so, provided that the discounts are included in the form of Supplier’s Bid. All bids shall be opened as in accordance with the procedures described in the ITB 26.1 and evaluated simultaneously so as to determine the lowest evaluated combination of bids (including discounts) for the Purchase. The suppliers will be awarded to the lowest evaluated qualified bidders for each lot on the basis of the lowest evaluated combined cost for the Purchaser for the entire package. Bidders should meet all qualification criteria for the lot/s for which they are bidding.
