The Governments of Bosnia and Herzegovina and Republika Srpska have secured a Credit from the International Development Association (IDA) of the World Bank and Grant from Department for International Development (DFID) to help financing the development of social insurance systems in Bosnia and Herzegovina. The Credit supported the Social Insurance Technical Assistance Project (SITAP) both in the Federation of BIH and the Republika Srpska. At the same time, the Social Insurance Technical Assistance Project was the fourth in a series of operations planned for support of the Government's health sector recovery and development program.

The objective of the project was to strengthen the effectiveness and efficiency of health and pension insurance systems by the provision of high quality technical assistance and training to help implement existing reforms and to help design options for future social insurance reforms.

The project provided technical assistance that was to, inter alia, facilitate the learning process of the institutions through problem solving addressing three areas:

  1. effective implementation of health and pension-related reforms that were supported under the PFSAC II;
  2. an in depth analysis of the key policy issues which affect health and pension insurance systems to develop well-founded recommendation for future reforms;
  3. technical assistance and limited investment support to strengthen those aspects of extra budgetary funds’ operations that were likely to be part of their core mandate, whatever the policy framework within which they operate.
